Central Committee and State Council Issue "Plan for Accelerating the Construction of an Agricultural Powerhouse (2024-2035)"

On April 7, 2025, the Central Committee of the Communist Party of China and the State Council jointly issued the Plan for Accelerating the Construction of an Agricultural Powerhouse (2024-2035) (hereinafter referred to as the "Plan").

The Plan is structured into nine major sections with twenty-five specific provisions. Its primary objectives include:

By 2027: Notable progress in building an agricultural powerhouse, with substantive advances in rural revitalization and modernization. Grain production capacity will reach 1.4 trillion jin (700 million metric tons), ensuring stable supply and reasonable self-sufficiency of key agricultural products. Breakthroughs will be achieved in core agricultural technologies, seed breeding, and addressing weaknesses in agricultural machinery.

By 2035: Significant achievements in agricultural power construction, decisive progress in rural revitalization, and near-complete agricultural modernization, with rural areas meeting modern living standards.

By mid-21st century: Full realization of an agricultural powerhouse.

Key Focus: Innovation in Agricultural Technology and Equipment

The Plan emphasizes comprehensive advancements in agricultural technology and machinery, including:

R&D and Application of High-End Agricultural Machinery:

Development of large-scale, intelligent farm equipment and small machinery suitable for hilly and mountainous areas.

Strengthening domestic production of key components to support high-quality agricultural development.

Modernization of Equipment:

Phasing out outdated machinery and optimizing the structure of agricultural equipment.

Industrial Cluster Development:

Building key agricultural machinery manufacturing hubs with coordinated participation from upstream/downstream industries, engineering, and electronics sectors.

Integration of Machinery and Agronomy:

Ensuring seamless coordination in R&D, standardization, and widespread adoption of farming machinery.

Achieving full-chain coverage of high-performance equipment for planting, breeding, and processing.
